REPORT

 

CO-ORDINATION MEETING OF PROJECT LEADERS AND PROJECT COORDINATORS,

 Strasbourg, 20 February 2004

 

The second co-ordination meeting of IRPP/SAAH Project Leaders and Project Coordinators took place in Strasbourg on 20 February 2004.  The participants included the 3 IRPP/SAAH Project Leaders (Dr. John Bold, Mr Daniel Drocourt, Prof. G. Lavvas) and the 9 Project Coordinators (or their representatives).  Also present were representatives of the Council of Europe Development Bank and its Partial Agreement.

Representatives of Bosnia and Herzegovina, Commission to Preserve National Monuments were: Amra Hadzimuhamedović, Program Coordinator and Mirela M. Handan, Project Coordinator.

 

Mirela M. Handan reported on the phases 1. of the project: Draft Assessment Report prepared by the Commission and phase 2. Priority Intervention List (PIL) made in accordance to the Commission’s List of Endangered Monuments; both phases submitted to the Council of Europe (CoE). Also raised the issue of the criteria for selection of project leaders.

 

The Secretariat of the CoE presented the results of the coordination meeting with Project Leaders and PTA experts held in Paris on 12 February:  Phase 3 would be aimed at defining the Terms of Reference of the Preliminary Technical Assessment (PTA).  The PTA is to be regarded as the intermediary step between the Assessment Report, including the PIL, (which describes a given context and the present political priorities with regard to criteria defined by the EC and the CoE) and the feasibility studies.  The PTA is to be regarded as a “pre-feasibility study” allowing the identification of the potential and interest of the rehabilitation projects proposed on the PIL and helping to identify which of these projects justifies the investment of carrying out a feasibility study.

 

The following has been agreed:

-The first Draft PTA “headings”, resulting from the PTA Working Group, will be sent to Project Co-ordinators for their comments by 30 March.

-The Draft PTA “headings” will be tested in the UK and in Greece by experts of the Working Group.  Results will be presented at a third IRPP/SAAH co-ordination meeting to be held in Thessaloniki on 21-23 April.

 

As BiH representative insisted on testing applicability of Draft PTA, the following has been agreed: 

-The Draft PTA “headings” may also be tested by participating countries who may wish to present their results/comments at the Thessaloniki meeting.  In this perspective, CoE/EC will provide support in order to help the Project Co-ordinators set up working groups.
