REPORT

 

CO-ORDINATION MEETING, European Centre for Byzantine and Post Byzantine Monuments, Thessaloniki, 22-24 April 2004

 

The third co-ordination meeting of IRPP/SAAH Project Coordinators and Regional Program Coordinators took place in Thessalonikifrom 22 till 24 April 2004.  The participants included the 3 IRPP/SAAH Project Leaders (Dr. John Bold, Mr Daniel Drocourt, Prof. G. Lavvas), the 9 Project Coordinators and 7 Regional Program for Southeast Europe (RPSEE) Program Coordinators from Albania, Bulgaria, Croatia, Romania, Serbia and Montenegro, Kosovo and The Former Yugoslav Republic of Macedonia. Also present were representatives of the the Council of Europe Directorate of Culture and Cultural and Natural Heritage, Mrs Catherine Roth, Director; European Commission Directorate General for Education and Culture Policy Development in the Cultural Sphere, Mr. Theodossios Mastrominas; representatives from Council of Europe Development Bank and its Partial Agreement; observer from World Monuments Fund and a representative from European Centre of Byzantine and Post Byzantine Monuments.

 

Program Coordinator for BiH, Amra Hadzimuhamedović were prevented to come at the meeting.

 

Representative from BiH was Mirela M. Handan, Project Coordinator.

 

Opening Words were given by:

 

-                      Professor Nikos Zias, President, European Center of Byzantine and Post Byzantine Monuments

-                      Ms Catherine Roth, Director of Culture and Cultural and Natural Heritage, DGIV, Council of Europe

-                      Mr Theodossios Mastrominas,Principal Administrator, Culture Programme 2000, European Commission

-                      RPSEE Programme Coordinators

 

On behalf of Mrs. Amra Hadzimuhamedović- Program Coordinator, Mirela M.Handan stressed importance of all three components of the Program for BiH, specially component A: Institutional building – lagislation framework and briefly introduced with the progress of  this component.

 

PTA headings have been presented by the Project Leader, John Bold.

 

Experts of the Working Group presented results of the  tested PTA on properties in the UK and in Greece. 

 

9 Project Coordinators presented results of the tested PTA on properties in their countries.  Mirela M. Handan presented results of the tested PTA at the church in Trijebanj near Stolac; recommended new headings (location, movable heritage), more precise explanations of the headings (specially management and cost), use of the Commission’s Criteria for Designation when defining significance of the heritage, expressed that PTA is similar to the Commission’s form for designation of national monuments except for headings management and broad cost assessment.

 

The presentations revealed not sufficient quality of the PTA form, and it is concluded that Project Leaders should further work on the document.

 

Representative of the CoE Secretariat underline that Assessment Reports and PIL will be printed for each country, and should be promoted within the countries and adopted by the states’ authorities.
