The Provisional List of National Monuments of Bosnia and Herzegovina (Official Gazette of BiH no. 33/02) was drawn up by the previous complement of the Commission to Preserve National Monuments of BiH: Leon Pressouyre, Fahrudin Rizvanbegović, Miroslav Palameta, Azedin Beschaouch and Simo Brdar. Pursuant to decisions of the Government of Republika Srpska, during the Commission’s operations there were several changes to the membership of the Commission, with Jelena Božića appointed instead of Simo Brdar and the post then subsequently taken over by Nedeljko Rašula, Momir Jungić and Radenko Ilić.  The Commission operated from 1996 to 2000, with its technical affairs handled by UNESCO.

The documentation on the operations of the Commission in its original complement was forwarded to the presenet Commission via the UNESCO office.  An integral and concluding component was the Provisional List of National Monument.  Since Art.2 of the Law on the Implementation of the Decisions of the Commission to Preserve National Monuments established pursuant to Annex 8 of the General Framework Agreement for Peace in BiH (Official Gazette of the Federation of BiH nos. 2/02 and 27/02) stipulates that all properties on the Provisional List of National Monuments of BiH are to be regarded as national monuments until such time as the Commission adopts a final decision, the Commission resolved to publish the Provisional List as adopted so that the law could be applied.

Although the current members of the Commission found numerous errors relating to the location and names of monuments, the names of municipalities and towns or villages, it was not possible to make any alterations, since the Provisional List had been adopted in that form.  For each individual property from the Provisional List, pursuant to the provisiosn of Arts. 5 and 6 of Annex 8 of the General Framework Agreement for Peace in BiH, the Commission will adopt a final decision to designate the said property as a national monument, applying the Criteria for designating national monuments (Official Gazette of BiH no. 33/02) and the current legal provisions and terminology.  In the procedure prior to the adoption of a final decision, the Commission acquires and reviews all the available documentation on the monument, including the views, proposals and suggestions of the relevant authorities at all levels of government and of other interested persons.   The final decisions of the Commission are published in the official gazettes of Bosnia and Herzegovina.  Once final decisions have been adopted for all the properties on the Provisional List, the Provisional List of National Monuments of Bosnia and Herzegovina will be annulled.
