Integrated rehabilitation project plan / assessment of the state of the architectural and archaeological heritage 2003-2004 (IRPP/SAAH)

 

The Council of Europe, in association with the European Union, has drawn up a regional cultural and natural heritage programme for South-Eastern Europe (2003-2005), which has been forwarded to the Commission to Preserve National Monuments by the BiH Ministry of Foreign Affairs.  The regional programme covers Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Rumania, Serbia & Montenegro, and FRY Macedonia.

 

An integral part of the regional programme is the Integrated Rehabilitation Project Plan/Assessment of the Architectural and Archaeological Heritage 2003-2004 (IRPP/SAAH).  Dr Daniel Drocourt has been appointed IRPP/SAAH project leader by the Council of Europe.

           

The Integrated Rehabilitation Project Plan consists of the following stages:

A. Technical Implementation:

1.       Stage One – compiling a report on the state of the architectural and archaeological heritage (National Assessment Report).

2.       Stage Two – compiling a Prioritized Intervention List (PIL).  Using the information in the National Assessment Report, each of the participating countries is to make its own selection of individual architectural or archaeological heritage rehabilitation projects covering heritage monuments/sites requiring urgent intervention, regardless of the specific culture or religious community to which they belong.

3.       Stage Three – drawing up Preliminary Technical Assessments (PTA) for the projects on the Prioritized Intervention List, including an overall estimate of costs.

 

The Prioritized Intervention List(A.2.) and Preliminary Technical Assessment(A.3.) are intended to be the management tools for use by the relevant authorities in each of the countries concerned to determine a medium and long-term programme and strategy and to assist in fund-raising in this field.

 

B. Feasibility Study (FS):

2005 – Commission to Preserve National Monuments has prepared the Preliminary Technical Assessments (PTA) for the following objects:

  1. Mehmed-paša Sokolović bridge in Višegrad,
  2. Necropolis with stećak tombstones Radimlja near Stolac,
  3. Šeranića house in Banja Luka,
  4. Jewish cemetery in Sarajevo,
  5. Old Soko mosque in Gračanica,
  6. Eminagića konak in Tešanj,
  7. Aladža mosque in Foča,
  8. Town Hall in Bosanski Novi / Novi Grad,
  9. Vozuća monastery, Zavidovići.


            Stage Three – drawing up Preliminary Technical Assessments (PTA) for the projects on the Prioritized Intervention List had begun, by the recommendations of the Council of Europe.(More... AT04 111 rev.2)

            The 4th meeting have been scheduled for 23 till 25 September 2004 in Paris. The meeting will be attended by all Project Coordinators and PTA experts.(More... AT04 289)

The third co-ordination meeting of IRPP/SAAH Project Coordinators and Regional Program Coordinators took place in Thessalonikifrom 22 till 24 April 2004 (More... CO-ORDINATION MEETING, European Centre for Byzantine and Post Byzantine Monuments, Thessaloniki, 22-24 April 2004). Mirela M. Handan, Project Coordinator, presented results of the tested PTA.

A meeting between Project Managers and Project Coordinators was realized in Strasbourg, in February 2004. (More... Second Coordination Meeting of Project Managers and Project Coordinators).

Representatives of Bosnia and Herzegovina, Commission to Preserve National Monuments were: Amra Hadzimuhamedović, Program Coordinator and Mirela M. Handan, Project Coordinator (More...CO-ORDINATION MEETING OF PROJECT LEADERS AND PROJECT COORDINATORS). The occasion was taken to assess the progress achieved so far in various countries/region. Notwithstanding certain difficulties (limited funds, returning of documentation, considerable lack of goodwill in some of major authorities, etc), the assessment showed progress: the Reports on Assessment of Condition were completed, and all PILs were prepared

Daniel Drocourt, project leader, visited BiH from 3 to 6 November 2003 to evaluate the preliminary report, based on which he will draw up a final National Assessment Report.

Given the EU funds provided, the Council of Europe has begun the implementation of component  B) of Regional cultural and natural heritage programme for South-Eastern Europe (2003-2005).Project coordinators have been appointed (Mirela Mulalić-Handan for Bosnia and Herzegovina).  The first project coordinators' meeting was held in Thessaloniki on 28 and 29 August (More... In regard to stage one of the technical implementation – compiling a National Assessment Report for the architectural and archaeological heritage – the Council of Europe has provided a Questionnaire as the basis for compiling the report. The Commission to Preserve National Monuments of Bosnia and Herzegovina has produced a draft version of the answers to the questionnaire on the assessment of the heritage in Bosnia and Herzegovina (QUESTIONNAIRE AT03 132 rev), using available documentation and the Commission's own work to date, together with earlier surveys conducted for various purposes.  Considering the fact that preparation of documentation on condition and assessment of heritage on the territory of Bosnia and Herzegovina is in question, the Commission has sent a Questionnaire (QUESTIONNAIRE AT03 132 rev) to all responsible authorities (competent Entity Ministries, the Government of the Brčko District, Institutions, etc.), in order to collect all data from the present institutions. The Commission set the criteria, which were applied during the preparation of the Questionnaire, and the Project Managers were forwarded first versions of the Questionnaire. The preparation of the Questionnaire demonstrates the coordination of all authorities on the Entity level. Considering that there is a lack of funds, the activities were mainly coordinated by e-mail or mail. The authorities have examined the Questionnaire and sent back their remarks and suggestions. By the cooperation, the document “Questionnaire for the Assessment of the Architectural and Archaeological Heritage” is in its whole trustworthy regarding the portrayal of the present condition of the heritage in Bosnia and Herzegovina.
