Meeting at the Ministry of Regional Planning, Civil  Engineering and the Environment of Republika Srpska on 12 November 2003

 

Agenda:

1.       Legal framework for the implementation of Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina, its status and manner of implementation;

2.       problems relating to inspectoral supervision and professional and independent operations by the town planning and building inspectorate of RS in the implementation of  Annex 8;

3.       provision of funds for the renovation and protection of individual cultural and architectural heritage properties.

 

The meeting was attended by Mensur Šehagić, Minister of Regional Planning, Civil  Engineering and the Environment, and Biljana Stanković, assistant minister for regional planning, with staff members (Radomir Obradović, chief town planning and building inspector of RS and Maida Ibrišagić, qualified staff member for town planning); Jelena Kadić, acting director of the Institute for the Protection of the Cultural, Historical and Natural Heritage  of RS; Rajko Šobot, freelance qualified associate for legal affairs in the Ministry of Education and Culture of RS; Ljiljana Ševo, Chair of the Commission to Preserve National Monuments; Dubravko Lovrenović, Commission member, and Commission staff (Branka Mekić, assistant executive officer, and Damir Bačvić, technical coordinator).

 

1.       Legal framework for the implementation of Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina, its status and manner of implementation;

 

Following a discussion on the importance of enacting a state-level law, the following resolution was adopted:

 

The Ministry of Education and Culture of Republika Srpska and the Ministry of Regional Planning, Civil Engineering and the Environment of Republika would each appoint one person to the working group which would operate under the auspices of the Commission to Preserve National Monuments to review the draft heritage protection law at the BiH state level.

 

2.       Problems relating to inspectoral supervision and professional and independent operations by the town planning and building inspectorate of RS in the implementation of  Annex 8;

  

It was resolved that a joint meeting of entity ministers for regional planning and culture be held with Commission members in regard to the bridge in Višegrad. 

 

A mechanism must be introduced to prevent the construction of entirely new buildings that are wholly unlike the original and to avoid clashes of jurisdiction.  In cases when the entity ministries and the Commission are unable to implement the legal provsions, the Office of the High Representative in Bosnia and Herzegovina will be contacted.

 

3.       Provision of funds for the renovation and protection of individual cultural and architectural heritage properties.

 

The following resolution was moved and adopted:

 

The Minister of Education and Culture of Republika Srpska and the Minister of Regional Planning, Civil Engineering and the Environment of Republika Srpska will set in motion a proposal to the Government of Republika Srpska to introduce a separate budget item earmarked for the protection of the cultural and historical heritage.
