Pursuant to Article V para. 4 Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina and Article 39 para. 1 of the Rules of Procedure of the Commission to Preserve National Monuments, at a session held from 4 to 10 July 2006 the Commission adopted a

 

D E C I S I O N

 

I

 

The movable property of the museum collection in the ownership of the Franciscan monastery in Plehan, Municipality Derventa, is hereby designated as a National Monument of Bosnia and Herzegovina (hereinafter: the National Monument).

The movable property consists of the following collections:

  1. Picture gallery, 395 pictures
  2. Sculpture gallery, 35 sculptures
  3. Church plate, 2 items
  4. Archive material, 5 items

The provisions relating to protection measures set forth by the Law on the Implementation of the Decisions of the Commission to Preserve National Monuments, established pursuant to Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina (Official Gazette of Republika Srpska no. 9/02) shall apply to the National Monument.

 

II

 

The Government of Republika Srpska shall be responsible for ensuring and providing the legal, scientific, technical, administrative and financial measures necessary to protect, conserve, display and rehabilitate the National Monument.

 

III

 

The Government of Republika Srpska shall provide suitable physical and technical conditions for the housing and safe keeping of the said collection of pictures, and in particular:

  • transfer of the museum collection from Slavonski Brod to the Plehan monastery,
  • provision  of conditions for the conservation and restoration of damaged works of art
  • oversight of the protection of the National Monument.

The display and other forms of presentation of the museum collection in Bosnia and Herzegovina shall be effected pursuant to conditions to be stipulated by the ministry responsible for culture in Republika Srpska.

 

IV

 

Everyone, and in particular the competent authorities of Republika Srpska, and urban and municipal authorities, shall refrain from any action that might damage the National Monument or jeopardize the preservation thereof.

 

V

 

The removal of the museum collection from Bosnia and Herzegovina is prohibited.

By way of exception to the provisions of paragraph 1 of this Clause, the temporary removal from Bosnia and Herzegovina of the National Monument for the purposes of display or conservation shall be permitted if it is established that conservation works cannot be carried out in Bosnia and Herzegovina.

Permission for temporary removal of the National Monumentunder the conditions stipulated in the preceding paragraph shall be issued by the Commission to Preserve National Monuments (hereinafter: the Commission), if it is determined beyond doubt that it will not jeopardize the National Monument in any way. 

In granting permission for the temporary removal of the National Monument from Bosnia and Herzegovina, the Commission shall stipulate all the conditions under which the removal may take place, the date by which the collection shall be returned to Bosnia and Herzegovina, and the responsibility of individual authorities and institutions for ensuring that these conditions are met, and shall notify the Government of Republika Srpska, the relevant security service, the customs authority of  Bosnia and Herzegovina, and the general public accordingly.

 

VI

 

The owner of the National Monument, the Government of Republika Srpska, the Ministry responsible for culture in Republika Srpska and the heritage protection authority of Republika Srpska, shall be notified of this Decision in order to carry out the measures stipulated in Articles II – V of this Decision.

The elucidation and accompanying documentation form an integral part of this Decision, which may be viewed by interested parties on the premises or by accessing the website of the Commission (http://www.aneks8komisija.com.ba) 

 

VIII

 

Pursuant to Art. V para 4 Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina, decisions of the Commission are final.

 

IX

 

This Decision shall enter into force on the date of its adoption and shall be published in the Official Gazette of BiH.

E l u c i d a t i o n

 

I – INTRODUCTION

 

Pursuant to Article 2, paragraph 1 of the Law on the Implementation of the Decisions of the Commission to Preserve National Monuments, established pursuant to Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina, a “National Monument” is an item of public property proclaimed by the Commission to Preserve National Monuments to be a National Monument pursuant to Articles V and VI of Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina  and property entered on the Provisional List of National Monuments of Bosnia and Herzegovina (Official Gazette of  BiH no. 33/02) until the Commission reaches a final decision on its status, as to which there is no time limit and regardless of whether a petition for the property in question has been submitted or not.

The Commission to Preserve National Monuments issued a decision to add the Plehan monastery – remains of the monastery, Municipality Derventa, to the Provisional List of National Monuments of Bosnia and Herzegovina under serial no. 459.

Pursuant to the provisions of the law, the Commission proceeded to carry out the procedure for reaching a final decision to designate the Property as a National Monument, pursuant to Article V of Annex 8 and Article 35 of the Rules of Procedure of the Commission to Preserve National Monuments.

 

II – PROCEDURE PRIOR TO DECISION

 

In the procedure preceding the adoption of a final decision to proclaim the property a national monument, the following documentation was inspected:

  • Condition of the museum collection of the Plehan monastery
  • Description of the collection of the Plena monastery in separate monographs

 

The findings based on the review of the above documentation and the condition of the site are as follows:

 

1. Details of the collection

Location

The Plehan monastery(1) with its church dedicated to St Mark is about ten kilometres to the south-east of Derventa in the Bosnian Posavina (Sava river basin). It stands on a hillock with an altitude of 315 m above sea level, but its geographical position is such that it dominates the surrounding area, providing a good view from the site of the monastery of Mts. Ozren, Vlašić and Krnjin to the south, Manjača and Motajica to the west, Vučjak and Majevica to the east, and the Slavonian plain to the north.

The monastery collection which forms the subject of this Decision is currently located in Slavonski Brod, in Vinogradska st. bb in the premises of the Centre for Children’s Rehabilitation and Education.

Historical information

The earliest signs of human life in the Plehan area have been found in the village of Božinci, at the mouth of the small river Veličanka, in Lupljanica and in the Derventa area, and date back 40,000 years.  Late Stone Age settlements in the region were established on Visoko hill, in Johovac, Klakar, Grk, Korać and Bijelo Brdo.  A turf-hut settlement was built in the late Stone Age on the Vis and Vrela hill fort.  The Plehan area can be said to have been permanently settled from that period (Basler, 1952, 411-420). Along with tne whole of the Bosnian Posavina, the Plehan area was part of a Roman province, as evidence by the remains of hill forts in the villages of Vrela and Johovac.  In the 12th century the Plehan area became part of the Bosnian bishopric, and the first Franciscans came to the Bosnian Posavina in the 13th century (Zirdum, 1987, 14).  The Franciscans associated their activities with mediaeval fortified towns, trade centres, and densely inhabited areas.  In the 14th century the Plehan area was part of Dobor(2),  though P. Anđelić claims that part of the area belonged to the Kotromanić holdings, leading to the supposition that the Franciscans came here from the monastery in Kraljeva Sutjeska (Anđelić, 1982, 142-172, 221-242).

Numerous remains of mediaeval churches or graveyards have been found.   Fr. Josip Dobroslov Božić made a list of their remains, which he published in 1891.  This list provides the following information:

  • until 1886, the foundations of the church of St Mark (15 x 10 m) could be made out to the south-west of the present-day Plehan cemetery,
  • until the late 19th century, the remains of the walls of the church of St Elijah still survived  to the north-west of the mosque in the village of Velika,
  • in his report on baptisms dated 30 September 1637, Bishop Fr. Jeronim Lučić noted that traces of an old church could still be seen in the burial ground in the parish of Sočanica, but when Fr. Božić was working on his list they were no longer to be seen; there were, however, some tombstones with epitaphs in Cyrillic script,
  • in Veliki Prnjavor, the town walls of the church of St Peter could be seen.  The walls had been dug over by the villagers in search of the remains of buried treasures; what they found was a plaque with an inscription in Old Slavonian, with the lettering so badly damaged that the inscription could not be deciphered;
  • in the village of Mišinci, a cutting was made through the old burial ground beside the church of St Rocco when the embankment on the main Sarajevo-Brod road was made in 1880,
  • on a site known as Crkvište [indicating the former existence of a church] in the village of Živinice, Fr. Božić found a stone monument measuring 130 x 40 x 15 cm with a Cyrillic inscription.  This site is known locally as «ćelara»,
  • in 1854 the Sutjeska-based chronicler Fr. Mato Mikić wrote: «Scattered church artifacts are to be found in the Koraća burial ground and in Markovac,» suggesting that there could have been churches there too,
  • until 1941 the walls of the church in Markovac could still be seen (12 x 8 m, with an apse with a diameter of 4 m).  The walls were demolished when a new chapel was built (Zirdum, 1987, 15).

When Bosnia came under Ottoman rule, the Plehan area remained part of the Jajce banate, ruled by the kings of Hungary, with a solid stronghold in Dobor.  Dobor came under Ottoman rule in 1536 when Gazi Husrev-beg launched his attack on Slavonia.  After falling to the Ottomans, the Plehan area formed part of the Dobor nahija, which had the status of a military frontier until 1552 and the end of the Slavonia campaign (Zirdum, 1987, 16).

At that time, the Franciscans were living as travelling preachers or were stationed in monasteries, and their operations were protected by an Ahdnama («Letter of Covenant») and firmans.  The census of Catholic parishes of 18 September 1623 lists the parishes of Sočanica, Majevac, Derventa and Dubočac in the Franciscan province of Bosnia Argentina.  Bishop Fr. Jeronim Lučić was the first to make an official visit to the Plehan area during the Ottoman period; during his visit he christened many members of the congregation.  Some ten years later the Plehan area was visited by Bishop Fr. Marijan Maravić, who gave details of parishes and populations in his report(3). The next bishop, Fr. Nikola Ogramić Olovčić, also gave the numbers of the congregations in each parish, noting whether the parish had a burial ground, church or chapel, or parish priest's house.

The earliest surviving census of the congregation in the Plehan area dates from 1742.  Bishop Fr. Pavao Dragićević ordered his priests to compile the census. Catholic families and the villages and towns in which they lived were listed.   The census reveals that at that time the parish of Plehan was known as Velika.  It covered the area from Johovac to Šamac, and from there to Dubočac.  According to the census, the parish had 107 Catholic households with 956 Catholics (Zirdum, 1987, 22).   The next census of the Plehan area was conducted in 1761, revealing that the area had 269 Catholic households with 2396 Catholics.  The Sutjeska-based chronicler Fr. Bono Benić noted in December 1763 that «the chapel or friar's house, i.e. ours in Velika, has burned down.»  However, this year is also important for the fact that it since then the registers of baptisms, marriages and deaths have been kept in the Plehan monastery.  At that time the Catholic population in the Plehan area lived in 25 villages, and had cemeteries in the villages of Plehan, Modran, Koraće, Foča, Dubočac (Banica) and Kričanovo (Viuš) (Zirdum, 1987, 24)

The registers for the late 18th and early 19th century reveal that there was a major population movement to the region from Herzegovina and the Imotski Frontier region.  Following the abolition of the Venetian Republic, Dalmatia came under Austrian rule, then under French administration, and then once again under Austrian rule. On the other hand, the early 19th century saw much unrest in Herzegovina, which was under Ottoman rule. It was the numerous wars and poverty that led to these population movements (Zirdum, 1987, 26)

In 1804, as a result of the increased population, the Apostolic Vicar (Bishop) Fr. Grgo Ilijić – Varešanin designated the chaplaincy of Koraća as a monastic parish, and in 1808 gave Foča the status of a monastic chaplaincy.  In 1822, with the congregation growing in numbers(4), the Franciscans applied for and obtained from the vizier Šefir Pasha a permit to build a chapel in Zelenike.

At a meeting of the Franciscan governing board held on 29 April 1852, it was resolved that four new monasteries should be built, a decision confirmed by the General of the Franciscan order.  The approval states that one of the monasteries was to be built in Plehan or Derventa.  The authorities in Istanbul gave their approval for the proposal, and in February 1853 the Vizier sent the imperial surveyor, Eşref efendi, to visit and survey the designated sites: Livno, Guča Gora, Zovik near Brčko and Plehan. Just before his arrival, Fr. Martin Nedić, a native of Tolisa, bought the site for the Plehan monastery.  As his notes record, the site was selected because:

«this place is the centre of the parishes across the Bosna, the place is on high ground and is therefore healthier than other places, because the said place is one hour from the town of Derventa, because it is four hours from the main market town of Slavonia Brod, where goods can be procured and bought, because it is close to stone and to the forests of Mt. Vučjaka, and above all, because there is land for sale there from two Turks, Adem and his brother Atif Aganović of Velika». (Zirdum, 1987, 32).

The firman for the erection of the monastery church arrived in 1853, but in 1855 preparations for the building works were suspended for about fifteen years after hojja Mula Sali Hasanija was killed in Plehan.

Building works on the church were begun again in 1869, when Fr. Lovro Grlić arrived as parish priest of Plehan.  By September of the following year the church was completed, and Fr. Lovro laid the foundations of the monastery.  His work was continued by Fr. Lovro Tomić, and in 1873, Plehan was designated as a residence. The church had three bells, but all three were requisitioned for war purposes during World War II.

In the late 19th century, with the arrival of the Austro-Hungarian administration, the decision was taken to build a new, and much more representative church. Building works began in 1898 under the supervision of Lovro Grlić, when Martin Čović was guardian.  The blueprints for the church were by Ivan Holtz.  By the end of 1899 the church had been roofed, and by the middle of the following year the tower was complete.  The second tower was not built until 1904.

The interior furbishment of the church was completed in the summer of 1902.  It was then that the Way of the Cross, the work of the artist Benedetto Giove of Rome, was installed. The Stations were produced using the oleographic(5) technique. Some of the furnishings were transferred from the old church, for which a number of statues had been ordered from Munich in 1888 through the agency of the Vrhbosna archbishop's ordinariate. In March 1908 a pulpit made in the workshop of Ferdinand Stufflesser (Tyrol) was installed in the church.  The same craftsman made the main altar in 1915, with a built-in painting of St Mark, the saint to whom the church was dedicated.  Marko Antonini and his son Otto painted the church between 24 May and 13 August 1909.  Most of the church walls were decorated with geometric and floral designs.  In addition, he painted about twenty figural paintings and compositions, prominent among which is the composition of the Annunciation, one of his finest creations.  Another important work of his was the painting of St Francis preaching to the people, on account of its being decorated with features from the folklore of the area.  Antonini also painted a number of portraits of the Franciscans of Plehan.  The next refurbishment of the interior of the church took place in the late 1970s(6) under the supervision of Zdenko Grgić, an academic sculptor from Sarajevo.

As already noted, in September 1870 Fr. Lovro Grlić began building the monastery building, which was already enlarged in 1881.  Work on the new monastery building began in the summer of 1931.  By the end of the following year the monastery was complete. The works were supervised by Fr. Dominik Ćosić, and the design was by Karlo Pařik, who sought to create of the monastery and church a single architectural entity, by introducing some alterations to the facade of the church to make it resemble the monastery building more closely (Karamatić, 1987, 45).

After World War II, in early 1951, the municipal authorities took over part of the Plehan monastery premises and the residential quarters of its ancillary buildings, and opened an old people's home there.  The home was run by the sisters of the Daughters of Divine Love.  The old people's home remained part of the monastery until 1955.  After it was moved, the premises were occupied by a sanatorium. The monastery premises were to be used for this purpose for about ten years, after which they were restored to the Franciscans (Karamatić, 1987, 50).

The Plehan monastery was also an educational centre.  Until 1882, probationers for the Franciscan order received their basic instruction in Plehan as in other Franciscan monasteries, but with the reform of the Franciscan education system this practice ceased, and instead they attended school in Guča Gora, and later in Visoko.  By decree of the Provincial Council, some of the philosophy students were housed in Plehan from 1888 on, remaining there until the end of the 1894/95 academic year, with the exception of 1891/92. In 1883 the Franciscans opened a primary school, which operated until 1902, when it was taken over by the state authorities.  In September 1937 the St Anthony Youth Society was founded in the Plehan monastery. A library and music group were set up under the auspices of this society.  It was in the monastery, too, that the publication of the periodical Novi prijatelj Bosne (New Friend of Bosnia) was launched (Karamatić, 1987, 39-45).

During the 1992-1995 war, the church and monastery in Plehan were destroyed.

Soon afterwards, the architect Zlatko Charcoal designed a new monastery and church.

Not long before the 1992-1995 war in Bosnia and Herzegovina, the Franciscans of the monastery in Plehan moved the majority of their works of art and their archive and library holdings to Slavonski Brod in the Republic of Croatia. According to Fr. Ilija Jerković, the entire holdings were in a private house close to the river Sava in Slavonski Brod from 1992 to 2005.  In 2005 Slavonski Brod was flooded, and many of the paintings and books were exposed to high-water for some time.  For this reason, the collection was moved again to higher ground in the town in the Centre for Children’s Rehabilitation and Education.

 

2. Description of the collection

The Plehan monastery is one of the more recent monasteries in the Province of Bosnia Argentina, as a result of which its collection dates mainly from the 19th and 20th century.  However, the monastery archives and library are important for the history of the Plehan area, since they contain the registers of baptisms, marriages and deaths.  In addition to the church registers, the archives include a great many other documents of importance for the ecclesiastic, cultural and political history of the region.  The monastery library contains mainly works dealing with theology, philosophy, history and literature, along with lexicography and periodicals.  Most of the books are printed in Croatian and Latin, with some in German, Italian and Hungarian.

There are few works of art of any great age, among the more valuable of which is the painting of the Holy Family (oil on canvas, 69x54), by an unidentified 17th century artist.

In the 1970s, Fr. Vjeko Božo Jarak(7)  was involved in the artistic renovation of several churches in the Franciscan Province of Bosnia Argentina.  He distributed his extensive and rich collection of works of art (more than one thousand) among a number of monasteries and parish churches in Bosnia and Herzegovina, including the monastery in Plehan.  One of his most important initiatives in the monastery church in Plehan was the execution of fourteen Stations of the Cross, by fourteen artists using various techniques and styles.  In addition to Fr. Vjeko Jarak's legacy, the monastery in Plehan also received the legacy of Fr. Ante Jurič, the guardian of Plehan. After this, the guardian Fr. Mijo Jerković continued collecting works of art for the Plehan monastery.  The collection thus became extensive, but also important for the quality of the works of art it is composed of and the range of artists who have donated works to it. Most of the works are on religious subjects, mainly featuring an event from the life of Christ.  In addition to religious subjects, there are also portraits, self-portraits, landscapes, historical scenes and so forth.  The artists whose works feature most frequently include Ljubo Lah, Đuro Seder, Zdenk Grgić, and Slavko Šohaj.

3. Legal status to date

The collection has not previously enjoyed protected status.

 

4. Conservation and restoration works

While drafting the decision to designate the property as a national monument, the Commission to Preserve National Monuments was unable to find any documentation concerning the conservation or restoration of the items in the monastery museum.

 

5. Current condition of the property

Between 1992 and  2005 the monastery collection was housed in a private house in Slavonski Brod, close to the river Sava.  In 2005 Slavonski Brod was flooded, and many of the paintings and books were exposed to damp.  Soon afterwards, the collection was moved again to higher ground in the town in the Centre for Children’s Rehabilitation and Education, in unsuitable premises. During the removal necessitated by the flood, some of the books, which had been affected by the water, were housed in cold storage, to be removed bit by bit and dried out.  The paintings that had been under water were dried out, photographed, documented and set aside as a separate group from the rest of the collection.  About 120 of the total number of pictures inventoried were set aside and require conservation.

 

III – CONCLUSION

 

Pursuant to the above, and applying the Criteria for the adoption of a decision on proclaiming an item of property a national monument (Official Gazette of BiH nos. 33/02 and 15/03) pertaining to the movable heritage of Bosnia and Herzegovina, the Commission has enacted the Decision cited above.

(1) Local tradition has it that the word plehan derives from the verb plehati, plejati, which means to strike or break stone, since the region has apparently long been known for its good-quality stone (fra Ivan Jukić, www.odžak)

(2) At the time when the Croatian and Bosnian nobility were fighting Hungary's King Sigismund, Ivan Horvat (1387) built the Dobor fort on the left bank of the river Bosna opposite Modriča (Zirdum, 1987, 15)

(3) In a reported dated 15 March 1655 Bishop Maravić noted: «Derventa has 400 Muslim and Christian households and three mosques, Dubočac has 200 Muslim households and three mosques. The nine parishes served by the Franciscans from Kraljeva Sutjeska (Sutjeska, Vareš, Kuzmadanje – Komušina, Sočanica, Derventa, Dubočac, Vinska, Vasiljevo Polje and Radunjevac – Odžak) have a total of 2228 Catholic households and 18940 Catholics». (4) In 1827, 5636 Catholics were recorded, in 1854 the number was 7830, and in 1877 there were 9321 Catholics. (Zirdum, 1987, 32)

(5) Method of reproducing paintings by printing in several colours. The technique made it possible to popularize paintings, but also to produce kitsch.

(6) The church acquired 14 Stations of the Cross by fourteen different artists. The church had a mural of the Last Supper by Đuro Seder (365 x 1300 cm).  Interestingly, the painting was not executed in the traditional iconographic manner, but as a banquet attended by all Christ’s faithful. The windows were decorated with stained glass produced to designs by Ivo Dulčić and Đuro Seder. Several altars were also made; the sculptor Zdenko Grgić made the altar to Our Lady in mosaic and high relief technique and the altar dedicated to St John the Baptist as a tripartite relief in copper.  The sculptor Frane Kršinić made the altar dedicated to the Heart of Jesus in marble, and the altar dedicated to St Anthony was by Đuro Seder, in mosaic. Josip Marinović made the altar dedicated to Our Lady and the dead Christ, in high relief (Karamatić, 1987, 60-61)
